JOB DUTIES INCLUDE:
The department is recruiting for a dynamic and energetic HR Technician
located in the Office of Human Resources serving the Colorado Department
of Public Health and Environment (CDPHE). The Office of Human Resources
exists to provide professional, educational, administrative and support
services to internal and external customers through recruitment,
selection, job evaluation, benefits administration, education and
implementation of personnel rules, procedures and policies.
Specific areas of responsibility include:
* Selection including downloading applications, using the
applicant data system to enter applicants, score exams, rank candidates,
download address information utilizing file transfer protocol (FTP);
generating and distributing reports; scheduling, preparing material for
panel members and administering selected examinations; corresponding
with applications regarding status of application and creating and
maintaining exam and personnel files to comply with state personnel
rules.
* HRIS including processing requests to initiate a personnel
action for CDPHE employees by entering and updating actions into the
CPPS (personnel/payroll) system; ensuring that all information is
current and accurate; generating customized employee reports to respond
to requests on a regular basis.
* HR Activity tracking including entering all selection,
classification activities in MS ACCESS; creating queries to access data;
generating timely reports for updating HR professionals and for planning
purposes.
* Leave management including setting up new accounts; calculating
and updating leave balances and accruals; researching and solving any
discrepancies.
* Employee On-boarding including distributing and ensuring
completion of payroll and I-9 forms; answering all new employee
questions.
* Background Checks including ensuring requests for background
checks comply with department policy and that all documentation is
accurate; communicating results of background checks and maintaining
related files and records.
* Website Updates including updating and maintaining information
on the Internet and intranet websites

MINIMUM QUALIFICATIONS (must be specifically demonstrated on
application):
* Three (3) years of paraprofessional or technical work experience
in the area of human resources administration or related experience such
as serving in the capacity of a personnel liaison, leave management,
etc.
AND
* Advanced proficiency with MS WORD, MS EXCEL and MS ACCESS
(Applicants must detail the specific duties performed in a professional
environment using MS WORD, MS EXCEL and MS ACCESS. Failure to
specifically address the minimum requirements may result in your
application not being considered.)
SUBSTITUTIONS
A bachelor's degree in business or human resource management from an
accredited college, university or non-correspondence school course work
may substitute for the required experience up to one (1) year of general
experience, but not for the specific experience of working with MS WORD,
MS EXCEL and MS ACCESS. If using this substitution, a legible copy of
your college transcript(s) or credential evaluation report must be
submitted by the application deadline. Transcripts from colleges or
universities outside of the United States must be assessed for U.S.
equivalency by a NACES educational credential evaluation service.
Failure to provide a transcript or credential evaluation report may
result in your application being rejected and you will not be able to
continue in the selection process for this position.
CONDITIONS OF EMPLOYMENT:
* A pre-employment and criminal background check will be conducted
as part of the selection process. Felony convictions or conviction of
crimes of moral turpitude or convictions of misdemeanors related to job
duties may disqualify you from being considered for this position.
Should your background check reveal any charges and convictions, it is
your responsibility to provide the Colorado Department of Public Health
and Environment Human Resources office with an official disposition of
any charges.
* Position must be able to lift at least 20 lbs.
PREFERRED QUALIFICATIONS
* Bachelor's degree in business or human resource management.
* Demonstrated experience with KRONOS or leave management.
* Demonstrated experience with CPPS or other web based HRIS.
* Experience developing databases (creating tables, writing
queries, producing reports) using MS Access.
* Experience with human resources data tracking systems.
