All,

 

Yikes, more changes to the OSC Policies? Well, yes, a few, but nothing too major. They are being made to correct a contradiction, add CMS language, eliminate a cross reference (putting all the information in one Policy rather than referring to another), and to reflect the announcements made at CCIT regarding what needs to be sent along with the contract when seeking OSC approval. The new Policies will be posted on the website soon. Changes are effective immediately. The Policies changed are listed below along with a summary of the changes. 

 

CONTENT - MANDATORY PROVISIONS IN STATE CONTRACTS. (a) Added language regarding including the CMS provision when applicable an (b) added language to §8 clarifying that a Fiscal Rule waiver is not needed for Task Orders covered by §2 of the Task Order section of the OSC Policy entitled "Modifications of Contracts - Tools and Forms.

 

MODEL CONTRACTS. Added the underlined clause to §3: Agencies and Institutions of Higher Education shall minimize the number of modifications to Model Contracts, shall document any modifications in the contract file, and shall provide good reasons for making the modifications therefore.

 

MONITORING REVIEWS - OSC CONTRACT APPROVAL DELEGATION. Added language about CMS to §4(i).

 

ROUTING OF CONTRACTS.  Added a §3 entitled Contract File Contents that sets forth what the CCU requires to accompany a contract sent for approval. This replaces the former cross-reference to the Monitoring Reviews policy for ease of reference, and eliminates some former requirements.

 

SIGNATURE AUTHORITY DELEGATION.  Added a form that should be used to update these delegations.
