[CCIT] COFRS vs CLIN

All:

Please read paragraph below from Bob Jaros, the Deputy State Controller:

We need to be clear that agencies will still need to encumber funds, and
so will still need to use COFRS. There is probably confusion about
CLIN/COFRS. We need to state that CLIN is going away, but COFRS remains
and agencies will need to encumber funds in COFRS. For agencies and
institutions that do not use COFRS, they still need to encumber funds;
CMS doesn't change that.

For those of you who were not clear (when I was at an agency I thought
they were the same), COFRS tracks financial information while CLIN
tracked contracts. While they were usually used together, they are
separate and distinct databases.

Thanks,
