The above-referenced lease has been posted on the OSC website (I'm attaching it here too, but keep in mind that it is subject to periodic updates, so it is a good idea to check the website on occasion). 

 

This model real property lease is designed to be used for essentially unimproved, usually rural land, and should only be used by Agencies and IHE's that have a specific statute exempting them from SBREP review and then only to the extent of such exemption. To the best of my knowledge (see FR 3-1 §7.9), this limits its use by Agencies to DOW, Park, SLB, and CDOT; however, I'm not guaranteeing the accuracy or completeness of my knowledge
