[CCIT] OSC Policies: Modifications of Contracts - Tools and Forms-Changed

Tammy Baca pointed out a flaw in the above-referenced policy in the section on Task Orders. I made some changes to §4 of the discussion on Task Orders to rectify the situation. Please note the change and begin using the attached which shows an effective date of 4/22/09 (it will be posted on our website soon).
